§102. Dogs Running at Large Restricted. It shall be unlawful for the owner, custodian or keeper of any dog to run at large at any time upon any street, alleys or public grounds in the Borough of Blossburg or upon the property of other than the owner, custodian or keeper or such dog, unless accompanied by and under the immediate control of such owner, custodian or keeper. §103. Animals, Removal of Feces. No person owning, harboring, keeping or in charge of any animal shall cause, suffer or allow such animal to soil, defile, defecate on, or commit any nuisances on, any common thoroughfare, sidewalk, passageway, by-path, play area, park or any place where people congregate or walk, or upon any public property whatsoever or upon any private property, without the permission of the owner of said property. In the event that the animal shall defecate upon any area designated above, the person in charge of the animal shall immediately remove the feces deposited by the animal by any sanitary method. §104. Violations and Penalties. Any owner, custodian or keeper of any animal who shall violate the provision of §102 and §103 of this Part may be fined.
