  • Mail grant applications for Pedestrian Bridge to DCED, Rep. Baker and Senator Scarnati.
  • Kappe Associates took new 5 HP motor that is set up, from stp, back to factory for warranty repair.
  • Penelec look at power lines by Pedestrian Bridge that have to be taken down temporarily. They will send the Boro a bill estimate to pay before work is done.
  • Check for water leaks on Maple Hill Rd. and Ogdensburg Rd.

  • Salt roads because of snow.

  • Order another load of salt.
  • Plow and cinder dirt roads.
  • Locate water leak on 8" CIP line in middle of Ogdensburg Rd.

  • Isolate water leak on Ogdensburg Rd. and by looking at flow chart, we estimate leak of about 43,000 to 72,000 gpd. This section of line is one of the oldest in the system, so will work on a cost estimate to replace. Will take figures to next Authority meeting.
  • Start stuffing envelopes for Tioga County questionnaires, which will be sent to Boro residents.
  • Clean snow away from catch basins.

  • Dave Jones at office to go over Budget figures for Water Co.
  • Seventh load of salt delivered today.
  • Finish up Pension information needed by Auditor General.
  • DEP stop at office to go over Blossburg Watershed maps.
  • Penn Dot make out repair permit for water leak on Ogdensburg Rd.
  • Surveyor start work on railroad property.

  • Start work on Water Co. budget.
  • Meet with Scott Bray about stp, Ogdensburg water line and Pedestrian Bridge.
  • Have crew get signs, cones, flags and other materials needed for water repair on Ogdensburg Rd. Make sure we have everything for next week.
  • Try and unthaw pipes at stp so sludge can be pumped from secondary clarifier. Clarity of water is only 12", when it should be 18-24".

  • Pipes unthawed at stp. Pump sludge from secondary clarifier .
  • Plow and salt roads because of snow last night and this morning.
  • Water budget meeting in morning with J. Eckman and D. Jones.

  • Clean snow along Ogdensburg Rd. for temporary traffic run around while repairing water line.
  • Pump more sludge from secondary clarifier .
  • Snow in morning but most of it melted. Only had to salt a few slippery areas on hills.
  • Crew stuffing envelopes for County questionnaire .
  • Gas Co. red flag faulty gas valve at old Boro Hall and Ben Jones repaired it.
  • Council approval to tear down old footbridge.

  • Marked areas along Ogdensburg Rd. for "Work Area" and "Flagmen" signs then mark out area to dig in middle of road. Everything ready for repair job tomorrow.
  • Finish stuffing envelopes for County questionnaire .
  • Kappe Associates finish repair of 5 HP motor and will bring back to stp in couple of weeks.
  • Plow, salt and cinder roads.

  • Cold temps and windy.
  • Repair 8" CIP. Bottom half of pipe was cracked. Job went well. Hilfiger hammered through 24" of frost while Authority backhoe cleaned out material. Have leak repaired by 10:30 AM and hole filled in by 2 PM.
  • Got about 3-4" of snow last night, had one truck out working on roads first, then sent out a second plow truck after dinner .
  • School closed because of drifting snow.

  • After checking out water flow chart at Bellman, estimated Ogdensburg Rd. water leak was about 35 gpm or 50,000 gpd.
  • Mail out County questionnaire to Boro residents.

  • Work on Water Company budget:
  • Mail out garbage bills in morning.
  • Send crew to Morris Run to work on frozen water. Will rebill for time and equipment.

2-15
  • Trickling filter arms stopped because of ice build up on media. Chop away ice to get arms moving again.

2-17
  • Paid Holiday.
  • Crew out plowing all day. Got about 9 ½" of snow. Push up snow in piles on Main St. Will haul away tomorrow.

  • Crew in early to plow snow and clean snow off Main St.
  • Ice buildup on trickling filter media stop distributor arms again. Chop away ice and get arms moving again.
  • Start cleaning snow away from fire hydrants.
  • Temps. warming up today and roads starting to clear off.
  • Work on Water Co. budget figures.
  • Receive 73 responses on County Questionnaire. Most complaints are high taxes, no employment opportunities and bad roads. Main comments were to preserve the natural beauty of the area, attract businesses to downtown area, glad Rt. 15 was moved out of town, future loss of Ward Mfg. for some reason.

  • Order 8th load of salt today. Have gone through twice as much salt as normal this season.
  • Receive 38 more responses to questionnaire.
  • Crew out cleaning catch basins and widening roads around town. Clean snow around hydrants.
  • Surveyor in town to stake out railroad property. Show him information I will need at Pedestrian Bridge also .

2-20
  • Receive 23 more questionnaire responses.
  • Haul snow from along streets that are pretty narrow. Clean around catch basins.
  • Haul sludge from Bellman filter .

2-21
  • Check over equipment in anticipation of possible snow this weekend.
  • Receive 18 more responses on County questionnaire.
  • Take garbage truck for inspection and leave all weekend.

2-22 and 23
  • Rain over weekend, then freeze up late Sunday afternoon. No flooding problems.

2-24
  • Take backhoe and loader to clean up snow along narrow streets in town.
  • Pick up garage truck.
  • 21 responses received on County questionnaire.
  • School crossing light off on south side of town. Call Mike Stoudt to repair.
  • 8th load of salt delivered in morning.
  • Snow start late in morning, 2-3" of snow before dinner. Have crew out plowing, salting and cindering after dinner .

  • Crew out early to plow snow, then salt and cinder.
  • Kappe Associates return 5-hp motor to stp.
  • Receive 9 more County questionnaires. Talked to Kerry Geykis and County will only reimburse Boro for postage, which is about half the total cost.
  • Leesa write up 66 48-hour notices for delinquent bills.

2-26
  • Receive 8 more responses to County questionnaire.
  • Discuss Boro insurance policies with Mark Dalton. After meeting, work up insurance policies for Boro, Authority and Recreation.
  • Take 66 door hangers around to homes.
  • Boro Auditor at office in morning.
  • Put 5-hp motor back in pit at stp.

2-27
  • Six more county questionnaire responses received today. Have received total 0f 196 responses or 25.5% of the number mailed.
  • Check out footbridge with Boro crew and Jim Smith to try and figure best way to remove blacktop deck.
  • After pumping sludge from secondary clarifier every day this week, clarity of water is about 24" deep. Definitely need to have more drying beds at stp, because solids are settling out much better than before.
  • Work on Water budget and try to arrange another meeting with J. Eckman and D. Jones before next Authority meeting.
